  • 1. Pilotage is required by LPHA Inc. for Foreign Flagged vessels.

    Pilots must be Atlantic Pilotage Authority (APA) Inc. trained and certified. Arrangements can be made through the ship’s agent, or by contacting APA directly. Ensure to copy the LPHA Inc. Harbour Master in any vessel movement correspondence. In the event that an APA Pilot is not available, the Harbour Master and ship Master shall consider rescheduling a vessel’s arrival/departure until a certified APA pilot is available. If an APA Pilot is not available in a reasonable amount of time as determined by the Harbour Master, then the Harbour Master may permit use of LPHA Inc. approved private pilots:

    Arrangements for a Pilot can be made through ship’ agent or directly through the Atlantic Pilotage Authority.

    2. For Vessel 135 meters Length Overall (LOA) and Greater:

    For Vessels 135m LOA and greater, entry/exit of the port must comply with the following guidelines:

    A. Maximum Winds at Breakwaters: MAXMUM SUSTAINED WINDS 15 KNOTS WITH MAX GUSTS 20 KNOTS.

    B. Vessels 135m length overall or greater are not permitted to turn inside the harbour basin.

    C. Vessel must have a fully operational bow thruster and be free from propulsion or steering defects and deficiencies. If no bow thruster is available, or vessel has propulsion or steering defects, a tug must be employed to assist manoeuvring.

    D. Vessels must maintain an adequate under keel clearance (UKC) allowing for tide, vessel squat, trim, list, and sea/swell. Any vessel not able to maintain a safe UKC are to notify the Pilot and Harbour Master immediately.

    E. Berthing and un-berthing to be performed during daylight hours when practical. An exception can be made for departure if the vessel is berthed port side to with the bow headed outward. Berthing can be conducted during hours of darkness provided sustained winds less than 15 knots.

    Until the above conditions are met, the vessel master should consider jogging or anchoring outside the port.

    3. For all other commercial vessels:

    A. Maximum Sustained winds of 35 kts in any direction for entry/exit. This can be reduced at the discretion of the vessel Master or Ships Pilot.

    B. For highly manoeuvrable and powerful vessels (ie. Offshore supply vessels), the maximum sustained winds may be increased to 40kts.

    C. Entry/Exit of the port to be approved by the Harbour Master.

    4. Vessel Masters are to advise the Harbour Master of any defect or deficiency in machinery or navigational equipment that may affect the safe navigation and maneuvering in the port. The Harbour Master at his or her discretion may direct the vessel to take mitigating measures (ie. Tugs) or refuse entry into the port if he or she deems the vessel may pose a risk to personnel, the environment, or LPHA Inc. infrastructure.

    The Harbour Master holds the authority to close the port to entry or exit of commercial vessels as may be necessary in extenuating circumstances and conditions such as an emergency at the port.

    5. Vessels intending to berth at Long Pond must contact the Harbour Master directly or via ships agent with an (estimated time of arrival) ETA as early as possible so necessary arrangements (ie. Pilotage, line handling, security, tugs, traffic movement etc.) can be made. Vessel Masters are also requested to provide vessel particulars and advise of any special requirements the vessel may have.

    6. Nothing in the above guidelines supersedes the vessel Master’s responsibility to ensure the safety of his or her respective vessel. The vessel Master, Pilot, and Harbour Master all have the authority to abort or postpone the planned manoeuvre for safety of life, environment, and property.

    The channel entrance is 50m wide with limiting depth of 8.2m. Turning area in the harbour extends 135m off the wharf with limiting depth of 7.3m near the wharf face.
